Summary: Rebuilding on the site of a demolished or destroyed building is new construction, and SI/SD determinations are not necessary. Rebuilding a demolished or destroyed historic structure does not allow the building to retain (or continue) its designation as a historic structure. Follow up to questions about clearing trees from floodways leads to considering what constitutes encroachment and what is a subtraction from a floodway.
